On the Promulgation of the Law on Immigration and Foreigner Management
of the Lao PDR
- Pursuant to Chapter VI, Article 67, Point 1 of the Constitution of the Lao People's
Democratic Republic;
- Pursuant to Resolution No. 018/NA, dated 26th December 2014, of the National
Assembly;
- Pursuant to Proposal No. 07/NASC, dated 22nd January 2015, of the National
Assembly Standing Committee.

of the Lao People's Democratic Republic Decrees That:
Article 1. The Law on Immigration and Foreigner Management of the Lao PDR is
hereby promulgated.
Article 2. This decree is effective from the date it is signed.

ON IMMIGRATION AND FOREIGNER MANAGEMENT
OF THE LAO PDR
Article 1 Objectives
This law defines the principles, regulations and measures on the
management, monitoring and inspection of immigration and foreigner
management works of the Lao PDR to ensure their efficient activity
performance, rapid and up-to-date services, aiming at protecting national
security and sovereignty, ensuring social security and order, enabling regional
and international integration, and contributing in national security and
development.
Article 2 Immigration of the Lao PDR
The immigration of the Lao PDR is the entry into and departure from
the country of Lao citizens, foreigners, aliens and stateless people, including
their vehicles whose documents are duly declared in compliance with the
regulations.
The immigration management of the Lao PDR is to facilitate, control,
monitor and inspect the entry-departure of the Lao PDR.
Article 3
Article 3 Foreigner Management of the Lao PDR
Foreigners are persons holding other nationalities, including aliens and
stateless people who enter into the Lao PDR for a visit, travel, work

performance, either official or unofficial, with a duration of stay, and for living
in the Lao PDR.
The management of foreigners in the Lao PDR is the facilitation,
monitoring, inspection of the movements of foreigners who come for duty
performance, business operations, visits, tourism purposes or work within a
specified duration, and for living in the Lao PDR.
