Summary
This Decree stipulates principles, regulations, and measures for the management of import and export of goods to facilitate, promote, and regulate imports and exports, and promote economic and social development. Articles
Article 1
Article 1 Purpose. This Ordinance prescribes principles, regulations, and measures concerning the import and export of goods to facilitate, encourage, promote, and manage import and export, aiming to develop the economy and society, ensure stable growth, and contribute to improving the living standards of the people of all ethnic groups.
Article 2
Article 2 Import and Export. Import and export refer to the bringing of goods into the Lao People's Democratic Republic or the taking of goods out of the Lao People's Democratic Republic, including temporary import, temporary export, and transit as prescribed by this Decree.
Article 3
Article 3. Interpretation of Terms. The terms used in this Decree shall have the following meanings:
1. “Goods” means materials or products of economic value;
2. “Import” means bringing goods into the Lao People’s Democratic Republic, including temporary import;
3. “Export” means taking goods out of the Lao People’s Democratic Republic, including temporary export;
4. “Temporary import” means temporarily bringing goods into the Lao People’s Democratic Republic, followed by re-export or onward shipment to a third country;
5. “Temporary export” means temporarily taking goods out of the Lao People’s Democratic Republic, followed by re-import;
6. “Transit” means transporting goods from one country through the territory of the Lao People’s Democratic Republic to a third country;
7. “Importer” means an individual, legal entity, or any organization residing in the Lao People’s Democratic Republic or abroad, engaged in import activities;
8. “Exporter” means an individual, legal entity, or any organization residing in the Lao People’s Democratic Republic or abroad, engaged in export activities;
9. “Import and Export Regulatory Authority” means a state authority with the power to manage and grant permits for the import and/or export of goods;
10. “Trade Facilitation” means making imports and exports convenient, rapid, simple, and transparent;
11. “Non-discriminatory Treatment” means applying regulations and measures equally to goods, importers, and exporters, between domestic and foreign entities and among foreign entities themselves, in accordance with treaties concluded by the Lao People’s Democratic Republic;
12. “Transparency” means the participation of relevant parties in formulating regulations and measures concerning imports and exports, and ensuring that such regulations and measures are clear, explicit, and publicly disclosed in accordance with treaties concluded by the Lao People’s Democratic Republic.
