Article 1

Article 1 (Amended) Purpose
This Law prescribes principles, regulations, and measures concerning the management and promotion of the processing industry, with the aim of vigorously promoting commodity production, establishing a strong foundation for industrial production capacity, enabling the processing industry to develop and expand in scale in an orderly manner, ensuring safety and protecting the environment, in order to create employment, improve the living standards of people of all ethnic groups, and contribute to gradual and steady industrialization and modernization.

Article 2

Article 2 (Amended). Processing Industry
Processing industry refers to production activities in which raw materials or semi-finished products are processed from their original state into new products, becoming goods, through production processing stages using machinery and human labor within a factory.

Article 3

Article 3 (New) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Factory location refers to the area where a factory is situated within an industrial zone, industrial park, special economic zone, export processing zone, or other premises;
2. Machine refers to a device composed of multiple parts, used for production, transmission of power, conversion or exchange of power, capable of converting one form of energy into another by means of water, steam, fuel oil, air, gas, electricity, wind, or any one or more types of energy;
3. Total machine power refers to the sum of the power or equivalent power of machines installed in a factory, usually calculated in horsepower;
4. Raw materials refer to substances derived from natural mineral resources (such as metals and non-metals), from agricultural and forestry sources (such as various plants and wildlife), and from waste (such as waste paper, waste wood, scrap iron, and waste plastic);
5. Semi-finished products refer to products that have passed through a stage of the processing process, such as plastic, steel, iron cores, glass, woven fabric, synthetic materials, and other products that can be further processed into components or finished products;
6. Processed industrial products refer to the results obtained through factory production processes, utilizing equipment, machines, technology, or human input in the production process;
7. Buffer zone refers to the area reserved around a factory, from the factory building to the factory fence or wall, to ensure safety for the environment;
8. Green industry refers to an industry that is environmentally friendly, recycles waste, and efficiently utilizes energy to ensure sustainable production;
9. Household industry refers to an industry that uses simple technology, involves low investment, operates on a household basis, primarily employs family labor, has fewer than 10 workers, or uses small machines with less than 10 horsepower for auxiliary production.
