Article 1
Basis: The Law on Narcotics, No. 10/NA, promulgated on December 25, 2007; the Law on Drugs and Medical Products, No. 07/NA, promulgated on December 21, 2011; the United Nations Single Convention on Narcotic Drugs of 1961, the Convention on Psychotropic Substances of 1971, and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 (Article 12 thereof concerning chemicals); the Prime Minister's Decree on the Organization and Operation of the Ministry of Health, No. 178/PM, promulgated on April 5, 2012; the research and proposal of the specialized committee established to control the import and use of narcotic therapeutic drugs and psychotropic substances, to ensure their safety and to eliminate illegal abuse; and the directive opinion of the Deputy Prime Minister in charge of cultural and social affairs dated May 23, 2014, the Acting Minister of Health hereby issues this Order.
Article 2
It is absolutely prohibited to import, export, sell, trade, possess, transport, transit, process, and use pseudoephedrine (Pseudoephedrine) within the Lao People's Democratic Republic.
Article 3
Therefore, all relevant agencies are assigned to jointly and strictly organize the implementation of this Order. This Order shall take effect from the date of its signing.
