Article 1
Purpose. This Decree prescribes principles, regulations, and measures for controlling, tracking, and inspecting the printing of health warnings on tobacco product packaging—namely, warnings expressed in text indicating the harm of tobacco products to health—thereby enhancing the willingness to quit smoking and discouraging the initiation of smoking, with the aim of protecting and improving the health of the people, reducing unnecessary expenditures, and contributing to national construction and development.
Article 2
Health Warning. A health warning refers to the text printed on the packaging of tobacco products, used to alert tobacco consumers to the harm that such products cause to their own health and the health of others.
Article 3
Definition of Terms. The terms used in this Decree have the following meanings: 1. Tobacco products refer to products made wholly or partly from tobacco leaves, intended for smoking, sniffing, or chewing. 2. Tobacco product packaging refers to cigarette packs, wrappers, films, and other items used to package tobacco products. 3. Tobacco industry refers to manufacturers, importers, and/or distributors of tobacco products.
