Article 1
Purpose
This Decree stipulates the principles and regulations for the establishment, management, utilization, and monitoring of the Tobacco Control Fund, in order to raise funds from domestic and international sources for tobacco control efforts, aiming to promote the health of Lao citizens and contribute to the cause of defending and developing the nation.
The Government of the Lao People's Democratic Republic establishes the Tobacco Control Fund (also referred to as "ກຄສ") to implement the Law on Tobacco Control.

Tobacco Control Fund
The Tobacco Control Fund (abbreviated as "ກຄສ") is a health promotion fund established by the Government of the Lao People's Democratic Republic, aimed at implementing the Tobacco Control Law, and is placed under the direct leadership of the National Tobacco Control Committee; this committee is responsible for managing the fund's activities to ensure transparency and efficiency.
Article 3
Management Principles
The management of the Tobacco Control Fund shall adhere to the following principles:
