This Decision stipulates that, to facilitate trade, the Director General of the Customs Department shall be appointed as Chairperson, with the Deputy Director General of the Customs Department and the Deputy Director General of the Food and Drug Administration serving as Vice Chairpersons, and shall include personnel from relevant departments such as the Department of Livestock and Fisheries and the Department of Agriculture, jointly forming the Sub-Project Risk Management Steering Committee. This Committee is responsible for managing the implementation of risk strategies, reviewing risk reports, approving risk management policies, developing risk indicators, and formulating guidelines and standard operating procedures for the implementation of risk management tasks at each checkpoint, while also signing memoranda of understanding on risk management and measures related to the World Trade Organization's Trade Facilitation Agreement.

Article 2: The Duties of the Risk Management Steering Committee for the sub-project to promote
the trade facilitation as the following:

Manage the implementation of the strategic plan for risk management work: provide guidance
and plan the risk strategy, review the risk report and analyze the risk management process
and internal risk management, approve the risk management policy; determine the target
direction; Publish the risk management policy; develop risk indicators; Ensure risk
management policies, ensure risk management tools for middle managers and technical
practitioners.

Create guidelines for the implementation of risk management tasks for their units stationed
at checkpoints in detail, especially the SOP operating standards.

Signing a formal memorandum of understanding (MOU) on the implementation of risk
management, post-import inspection and other measures included in the WTO-TFA
agreement.
