Article 1
Purpose. This Decree stipulates the principles and regulations concerning the conclusion, accession to, and organization of implementation of international treaties, in order to ensure that the management and application of international treaties are consistent with their objectives and remain uniform nationwide, aiming to implement the policy of promoting foreign exchanges and cooperation, safeguard the fulfillment of obligations, exercise of rights, and protection of national interests of the Lao People's Democratic Republic, and effectively enhance the role of the State in the conclusion, accession to, and organization of implementation of international treaties.
Article 2
Conclusion, Accession, and Implementation of International Treaties. Conclusion of an international treaty refers to the activity of conducting negotiations and adopting a legal document that establishes mutual rights and obligations between states, or between a state and an international organization, regional organization, or other legal entities with international legal personality, for the purpose of jointly managing exchanges and cooperation, from the commencement of negotiations until the document is signed. Accession to an international treaty refers to the act by which the Lao People's Democratic Republic, through the National Assembly, the President, or the Government, expresses its voluntary commitment to fulfill obligations under a multilateral international treaty, applicable in cases where the Lao People's Democratic Republic has not signed that international treaty. Implementation of an international treaty refers to putting the international treaty into effect, aligning it with its objectives and achieving practical results, to safeguard the rights and interests of the state, including formulating, amending, and improving national policies, and formulating and improving domestic laws to be consistent with international treaties to which the Lao People's Democratic Republic is a party.
