This Directive, issued by the Politburo of the Lao People's Revolutionary Party on December 21, 2001 (No. 14), provides guidance on policies, tasks, organization and implementation for the development and application of information technology nationwide, aiming to promote the widespread application of IT in economic and social development, national defense and security, and modernization.

Article 2
Today, various telecommunications technologies, such as: wired telephones, mobile phones, microwave signal transmission systems, satellite communication systems and optical fibers, as well as computer technology, hardware, software and data, and even mass communication systems such as radio and television, have been researched and developed, and integrated into a unified information technology system capable of simultaneously transmitting and receiving text, sound and images (i.e., Information and Communication Technology — ICT). Information technology has become an extremely important factor in the work of government administration, national defense and security, maintenance of public order, economic, social and cultural development, trade, services, and foreign relations in many countries.

In the Lao People's Democratic Republic, compared with ASEAN countries and even developed nations, the development and application of information technology are still in the initial stage. The number of telephones per hundred people remains very low, at approximately 0.? phones per hundred people; the number of people who can use computers is also still very small and limited to a few large cities. The construction of modern telecommunications networks has not yet covered all districts and all villages within the country; the number of inter-provincial telephone lines is still insufficient to meet user demand. The telephone line network in cities is inadequate and remains limited in signal transmission capacity, particularly in areas used for accessing the internet system. The construction and application of computer networks (LAN, WAN), as well as the internet system (Internet) as a component of telecommunications technology, have not yet formed a centralized and comprehensive system, and have not yet adopted the highest-level national internet code for information exchange and access to various websites. Furthermore, there are still very few personnel with specialized knowledge and skills in information technology.
