Articles
Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures for managing agents for ticket sales and airline seat reservations, in order to ensure the quality operation of this business, provide convenient, prompt, and accurate services, and comply with the provisions of the Civil Aviation Law and other relevant laws.
Article 2
Definition of Terms. The terms used in this Agreement are defined as follows:
1. “Airline ticket sales and air seat booking agent” means an enterprise established and registered in accordance with the law, which operates the business of airline ticket sales and air seat booking, based on signed contracts, in the name of relevant domestic and foreign airline agents.
2. “Airline ticket sales and air seat booking permit” means the technical permit issued by the Civil Aviation Authority to an enterprise that has been correctly registered in accordance with the law and meets all conditions stipulated in this Agreement, for acting as an airline ticket sales and air seat booking agent.
3. “Branch” means an enterprise established in the name of a branch of a certain enterprise, correctly registered in the name of the branch in accordance with the laws of the Lao People’s Democratic Republic, which, for the purpose of operating the business of airline ticket sales and air seat booking, is equipped with personnel and facilities, and operates independently from the headquarters and other branches of that enterprise.
Article 3
Conditions for Applicants for Ticket Sales and Air Seat Booking. Agents wishing to apply for the aforementioned license for ticket sales and air seat booking must meet the following basic conditions:
1. Have been correctly registered with the industry and trade department as an enterprise operating the business of ticket sales and air seat booking;
2. If the enterprise is established under the name of a branch, it must be correctly registered with the industry and trade department under the branch name to operate the business of ticket sales and air seat booking;
3. Have signed a contract for ticket sales and air seat booking agency with the relevant airlines;
4. Possess personnel with relevant knowledge, capabilities, and experience, holding correct certificates of qualification or proof of competence, specifically as follows:
— At least one professional technician in information technology (IT);
— At least two personnel for ticket sales and air seat booking with knowledge, capability, and proficiency in using information technology (IT) equipment and English;
5. Possess a system equipped with information technology communication equipment capable of connecting with the aforementioned communication systems of domestic and foreign airlines and ticket sales and air seat booking companies;
6. Possess modern and sufficient equipment for use in ticket sales and air seat booking;
7. The agent must have a permanent office or branch in the Lao People's Democratic Republic.
