Articles
Article 1
Purpose. This Decree stipulates the principles, regulations, and measures concerning the regulation of tap water business operations, aiming to create an environment that encourages, supports, and facilitates tap water operators to conduct their business efficiently, ensuring that users receive high-quality services at reasonable prices.
Article 2
Scope of Application. This Decree is binding on all water supply operators within the national territory, including both state-owned and private sectors.
Article 3
Regulation of tap water operations. Regulation of tap water operations includes technical regulation and economic regulation, implemented by the water supply authority, and subject to the leadership of the Tap Water Operation Regulation Committee (hereinafter referred to as the "Regulation Committee").
