Internet
The Internet refers to the global computer communication network interconnected via telecommunications networks.
Article 2
Interpretation of Terms
The terms used in this Decree shall have the following meanings:
1. Internet resources: refer to various characters and numbers that adopt the same standard for connecting to the global computer network. Internet resources include Internet numbers (IP addresses), Internet domain names, and Autonomous System Numbers (ASN);
2. Internet number (IP): refers to a set of numbers identifying the number and address of each computer connected to the Internet;
3. Internet domain name: refers to a name used to replace the Internet number for ease of memory and use;
4. Top-Level Domain (TLD): refers to a domain name that identifies the network number and address of the Internet. Top-Level Domains include country-code Top-Level Domains (ccTLD, e.g., .la) and generic Top-Level Domains (gTLD);
5. Country-code Top-Level Domain (ccTLD): refers to the Internet domain name of each country. The Top-Level Domain of the Lao People's Democratic Republic is ".la";
6. Generic Top-Level Domain (gTLD): refers to domain names ending with .com, .net, .org, .gov, .int, .mil, .edu, .info, .biz, .travel, .museum, .coop, etc.;
7. Second-Level Domain (2LD), Third-Level Domain (3LD), and lower levels: refer to domain names arranged sequentially immediately following the Top-Level Domain. Any domain name must be below the second level;
8. Transnational domain name: refers to a domain name located under a generic Top-Level Domain or country-code Top-Level Domain of another country, rather than under the ".la" of the Lao People's Democratic Republic;
9. Internationalized Domain Name (IDN): refers to a domain name written in a non-Roman script language;
10. Domain Name System (DNS): refers to a system that stores data on domain names and Internet numbers used in the Internet network. The Domain Name System converts Internet numbers into Internet domain names for ease of memory and use;
11. Autonomous System Number (ASN): refers to the network number of a particular computer network;
12. Internet domain name registry (NIC): refers to the organization responsible for the registration and management of Internet domain names. The National Internet Center performs the functions of the Internet domain name registry for the Lao People's Democratic Republic;
13. Registrar: refers to a natural or legal person, domestic or foreign, approved to provide domain name and Internet number registration services under the Internet domain name of the Lao People's Democratic Republic;
14. Registrant: refers to an organization or individual who applies to a Registrar for the registration of an Internet domain name;
15. Domain name registration: refers to the right to apply for the use of an Internet domain name in accordance with the law. Registration of a sub-domain under ".la" refers to the registration of a specific domain name located under ".la".

Principles of Internet Management and Use
The principles of management and use of the Internet in the Lao People's Democratic Republic are as follows:
1. Connection with foreign countries shall be through a single gateway;
2. Ensure confidentiality, security, and fairness in services;
3. Provide services to both mandatory users and general users;
4. Respect and comply with various agreements and treaties.
