Articles
Article 1
Purpose. This Decision stipulates principles, regulations, and measures concerning the protection and maintenance (repair) of roads, aiming to maintain road quality, make roads durable, convenient, safe, normal, and long-lasting, while reducing state budget expenditures caused by unreasonable repairs.
Article 2
Obligations of Road Users. Individuals and organizations using roads have the obligation to participate in road construction, protection, and maintenance, including maintaining traffic safety and order, and keeping roads clean, aesthetically pleasing, and environmentally hygienic.
Article 3
Principles of Road Protection. In road management work, protection is regarded as a primary and important task, which must be strictly and regularly organized and implemented, with the following core principles: 1. It is necessary to conduct follow-up inspections on those entrusted with collecting, sweeping, and cleaning road surfaces, shoulders, and drainage ditches, ensuring they perform these tasks daily on a regular basis; once any situation that may obstruct traffic, cause accidents, or damage bridges and roads is discovered, it must be promptly addressed; 2. It is necessary to inspect and control the total load of all types of freight vehicles, and to count each vehicle or trip passing over bridges and roads, so as to ensure correct loading in accordance with Decree No. 849/CXPK (dated March 5, 2002) concerning the permissible maximum total load of trucks; 3. It is necessary to prevent and prohibit individuals or organizations from occupying roads (including road reserve areas) to engage in any activities that may damage bridges and roads.
