Article 1

Article 1: Purpose (Amended)
This Law stipulates the principles, rules, and measures concerning the organization, operation, management, supervision, and inspection of land traffic, in order to facilitate and control the passage and use of vehicles along land roads, making it convenient, smooth, safe, and orderly, aiming to reduce traffic accidents and congestion; linked to service assurance, the maintenance and protection of roads and the environment, and the safety of life and property of individuals and the public, contributing to national defense, maintaining public security, national economic and social development, and international integration.

Article 2

Article 2. Land Traffic (New)
Land traffic refers to the movement of persons and animals, with or without the use of vehicles and various types of vehicles, along land roads in strict compliance with traffic rules.

Article 3

Article 3. Definition of Terms (Amended)
The terms used in this Law shall have the following meanings:
1. Traffic rules: refer to detailed regulations concerning land traffic;
2. Traffic signs: refer to signs indicating compliance with traffic rules along land roads;
3. Traffic markings: refer to facilities indicating land traffic rules through the installation of signboards, and by means of marking, writing, or drawing on road surfaces, road sides, road edges, road verges, and road pavements;
4. Vehicle driving license: refers to a permit issued by the Ministry of Public Works and Transport authorizing the driving of a vehicle;
5. Road user: refers to a vehicle driver or user, pedestrian, person controlling livestock, cleaner, maintenance worker, or person installing signs and traffic markings along land roads;
6. Road: refers to an area constructed for the purpose of land traffic;
7. Street: refers to the entire area of a road or pavement within a town used for land traffic;
8. Carriageway (pavement): refers to the road area designated for vehicle passage;
9. Lane: refers to a road area delineated longitudinally along the road surface with a prescribed standard width;
10. Intersection: refers to a road formed by the crossing or meeting of two or more roads at the same pavement level;
11. Junction: refers to a road that branches into multiple roads;
12. Stopping (temporary parking): refers to the brief cessation of vehicle movement at a designated location on a road or street, without turning off the engine, and with the driver remaining in the driver’s seat;
13. Parking (standing): refers to the cessation of movement at a designated location on a road or street, with the engine turned off, and the driver may leave the vehicle;
14. Tractor unit: refers to a vehicle with an engine-driven system used for towing a semi-trailer;
15. Semi-trailer: refers to a vehicle coupled to a tractor unit;
16. Trailer: refers to a vehicle coupled to an ordinary transport vehicle;
17. Special passage: refers to the passage of escort convoys, foreign dignitaries, fire engines, ambulances, rescue vehicles, national defense and security force vehicles, etc., equipped with alarm signal systems and performing urgent tasks;
18. Residential area: refers to an area densely inhabited by residents;
19. Vehicle: refers to a means of transport propelled by an engine.
