Article 1
Purpose. This Decree stipulates the principles, regulations, and measures for implementing social relief policies, targeting persons affected by disasters and vulnerable groups, enabling them to receive efficient, effective, fair, and inclusive relief and services, improving their material and spiritual living conditions, ensuring their basic survival needs, and contributing to the implementation of the poverty reduction plan formulated by the Government.
Article 2
Social Relief. Social relief refers to the policies of providing material and spiritual assistance and services to disaster victims and socially vulnerable groups through the joint participation of the state, individuals, legal entities, communities, and domestic and international organizations.
Article 3
Interpretation of Terms. The terms used in this Decree shall have the following meanings: 1. Society means the interrelationships among individuals, groups of people, communities, or organizations within society; 2. Relief means assistance and services provided to meet material and spiritual needs; 3. Children in need of special protection means orphans, abandoned children, deserted children, children suffering from physical harm, children subjected to sexual exploitation and abuse, children who are victims of human trafficking, children working in environments seriously harmful to health and life or subjected to labor exploitation, children using drugs, and children who have not received fair treatment in legal proceedings; 4. Children at risk means children living in environments that deprive them of opportunities or expose them to danger but have not yet affected their development; 5. Vulnerability means the lack of access to services such as education, vocational training, healthcare, psychological counseling, rations, daily necessities, and shelter; 6. Disaster means hazards caused by natural and human actions, such as: fire, flood, windstorm, drought, crop pests, epidemic, cold spell, hailstorm, collapse, landslide, earthquake, volcanic eruption, etc., which have occurred and caused damage to life, property, economy, and environment; 7. Emergency relief means saving the lives and property of people and providing disaster relief and mitigation to those suffering from disasters; 8. Goods for relief means rations, household items, clothing, construction materials, and tools for livelihood.
