Article 1

Article 1 Purpose
This Law stipulates the principles, regulations, and measures concerning the management, monitoring, and inspection of social assistance work, so that such work is organized and implemented effectively and efficiently, aiming to ensure that social assistance recipients receive assistance and services to resolve their material and spiritual living difficulties, protect social assistance recipients, and create universal and fair basic living conditions for them, build a united, harmonious, just, and civilized society capable of aligning with regional and international standards, and contribute to the national socio-economic development.

Article 2

Article 2 Social Assistance
Social assistance refers to the provision of material and spiritual aid, services, and developmental support to recipients of social assistance, primarily concerning living consumption, housing, medical care, legal matters, education, vocational skills training, and labor skill development, enabling them to maintain a basic standard of living and improve their living conditions.

Article 3

Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Children requiring special protection refers to orphans, children who have lost one parent, abandoned children, deserted children, children with disabilities, children suffering from physical or mental harm, children subjected to sexual abuse, children in disadvantaged circumstances, children affected by disasters, children who have committed offenses, children acting as witnesses, children working in hazardous environments that seriously endanger life or health or subjected to labor exploitation, displaced children, children addicted to drugs, children suffering from severe infectious diseases, and children who are victims in legal proceedings;
2. Disaster refers to a serious dangerous event caused by natural and/or human factors that causes substantial harm to human health, life, property, the environment, the economy, and the living conditions of members of society in the short and long term;
3. Materials for social assistance refers to the provision of food, household items, clothing, epidemic prevention vaccines, medicines and medical supplies, temporary residential structures, livelihood tools, and production factors;
4. Access to basic services refers to obtaining social services provided by the State and other relevant parties both domestic and foreign, primarily concerning medical care, legal services, education, vocational training and labor skill development, and information related to social assistance.
