Summary
This Decree establishes a document registration system aimed at collecting statistical data on economic and social activities, conferring legal effect upon documents, ensuring their safekeeping, and generating state revenue. All documents pertaining to the transfer of ownership, rights to use property, the conferral of rights upon individuals or legal entities, articles of incorporation of companies and organizations, contracts, civil judgments, and similar instruments shall be registered in accordance with the law. Registered documents shall possess legal evidentiary value until proof to the contrary is established. Documents submitted for registration must comply with legal requirements and be certified by the competent authorities concerned.

Article 1
第一条 文件登记是指将文件内容摘要记载于登记簿中，其目的在于：
- 收集经济和社会活动统计数据；
- 使文件具有法律效力；
- 保障文件的保管，为案件处理提供便利；
- 创造财政收入，用于服务国家保卫和建设事业。
Article 2
第二条 为使各类涉及所有权转移、财产使用权、赋予个人或法人权利的文件、公司及各类组织章程、合同、民事判决书具有法律效力和法律价值，均须办理登记。已经办理登记的文件具有法律价值，直至有相反证据为止。
Article 3
第三条 登记文件须符合法律规定
提交登记的文件，必须符合法律法规的规定，并已经过相关有权机关的认证。
