Article 1 Purpose
This Law stipulates principles, regulations, and measures concerning the management, monitoring, and inspection of crop cultivation work, in order to ensure the efficient and effective organization and implementation of such work. It aims to utilize, protect, and develop agricultural land, ensure food security, nutrition, and commercial production, combined with modernization and industrialization in a green, clean, and sustainable direction, improve the livelihoods of the multi-ethnic people of Laos, align with regional and international integration, and contribute to the national socio-economic development.

Article 2 Cultivation
Cultivation refers to the process of growing crops, primarily utilizing production factors such as land, water, plant varieties, fertilizers, pesticides, labor, production tools, production machinery, science, and technology, in order to achieve output that can, in terms of both quantity and quality, provide sufficient food for society and supply raw materials to processing factories for the production of goods for domestic consumption and export.
