Summary
This Law stipulates the support and enhancement of the status and role of women, defining the fundamental content and measures for women's development and the protection of their legitimate rights and interests, as well as the responsibilities of the State, society, and the family toward women. Its purpose is to promote intellectual capacity, revolutionary moral qualities, and gender equality, eliminate all forms of discrimination against women, prevent and combat trafficking in women and children, oppose domestic violence, and create conditions for women to participate in the defense and development of the nation. Women play roles in political, economic-social, environmental protection, national defense and public security, foreign affairs, and the preservation of national traditions. The State implements policies for the development, advancement, and protection of women's legitimate rights and interests, and society must participate in their implementation in accordance with the law.

Article 1
第一条 目的
《妇女发展与保护法》制定旨在支持和提高妇女的地位与作用；确定妇女发展与保护其合法权益的基本内容、措施，以及国家、社会和家庭对妇女的责任，着眼于促进妇女的知识能力、革命道德品质、男女平等，消除对妇女一切形式的歧视，预防和打击贩卖妇女儿童行为，反对对妇女儿童的家庭暴力，创造条件使妇女参与并成为保卫和发展国家的重要力量。

第二条
妇女的作用
妇女与男性共同奋斗，为争取国家独立的伟大事业作出牺牲。
妇女在政治、经济-社会、环境保护、国防-治安保卫、外交、维护和弘扬民族优良文化传统及老挝妇女特有本色等各个工作领域发挥作用。
妇女与家庭共同发挥作用，发展、照料、抚养和教育家庭成员，使其成为国家的良好公民。
Article 3
第三条 对妇女的政策
国家实行发展、促进进步、保护妇女合法权利和利益的政策，通过创造一切条件，使妇女身体健康、有知识、有能力、具备革命道德品质、有工作职业，并享有与男子平等的权利，不因政治、经济、文化—社会及家庭地位而受到歧视。
社会必须依照法律法规的规定，参与执行国家对妇女的政策。
