第一条 目的
本法规定老挝工会组织的原则、规章及各项措施，以促进工会工作的发展、成长壮大、稳固坚强，作为保护工人、劳动者合法权益的代表，旨在为保卫和发展国家作出贡献。

第二条 老挝工会
老挝工会是老挝人民民主共和国政治体制中广泛存在的群众组织，以老挝人民革命党为核心领导，是维护工会会员、工人和劳动者合法权益的代表。

术语解释
本法所使用的术语具有下列含义：
1. 工会，是指工会组织及工会会员；
2. 工会联合会，是指从中央到县级及各行业的工会组织系统；
3. 权利和利益保护，是指维护工会会员、工人、劳动者及知识分子在国家、集体和私营部门依法应享有的合法权利和利益；
4. 劳动争议，是指用人单位与劳动者之间发生的争议，如：违反劳动合同；
5. 规章争议，是指因违反劳动规章而产生的争议，如：工作时间、休息时间；
6. 利益争议，是指劳动者或工人应自用人单位获得的关于权利和利益的争议，如：增加工资、政策及其他福利；
7. 劳动单位，是指各经济社会部门的生产单位、企业或服务单位；
8. 职业病，是指因劳动而引起的各种疾病；
9. 工伤事故，是指劳动者在开展工作活动期间、在住所与工作场所之间往返途中以及其他依照《劳动法》第五十四条规定的情形所发生的任何危险，导致其受伤、残疾、丧失器官或死亡。
