Summary
This Law prescribes the principles, regulations, and measures concerning the organization, activities, management, and supervision of the Lao Front for National Construction, with the aim of uniting people of all ethnic groups at home and abroad, arousing patriotic awareness, and contributing to the defense and development of the country. The Lao Front for National Construction is a political alliance organization of the entire people, voluntarily formed by all classes, strata, ethnic groups, religions, and Lao citizens residing abroad, inheriting the traditions of the patriotic front, and clearly defining relevant terms such as members, political alliances, and committees at all levels.

Article 1
第一条 宗旨
本法规定了老挝建国阵线的组织、活动、管理和监督的原则、规章和措施，以确保其高效履行自身的作用、权利和义务，旨在团结凝聚老挝各族人民国内外的团结一致，激发各族人民的觉悟、爱国精神和对新制度的热爱，为保卫和建设国家事业贡献力量，使国家日益强大、繁荣、文明和公正。

第二条 老挝建国阵线
老挝建国阵线是全国人民的政治联盟组织，是在政治组织、政治社会组织、社会组织以及代表各阶级、各阶层、各民族、各宗教、性别、年龄以及旅居国外的老挝公民自觉基础上建立的自愿联合会。
老挝建国阵线继承和发扬老挝自由阵线和老挝爱国阵线的光荣传统，这些阵线过去曾团结老挝各族人民进行救国斗争，并在当前执行两项战略任务。

第三条 词语释义
本法所使用的词语具有下列含义：
1. 老挝建国阵线成员——指作为各阶级、阶层、民族、宗教、性别、年龄代表的组织和个人，按照老挝建国阵线的规章和工作计划开展活动。但作为成员的组织仍保持其依照自身特定法律法规开展工作的独立性；作为成员的组织推选其代表担任老挝建国阵线委员会委员；
2. 政治联盟——指将作为各阶级、阶层、民族、宗教、性别、年龄代表的政党组织、政治社会组织、社会组织及个人，包括旅居国外的老挝人代表，汇聚成为广泛有组织的力量，以实现国家的共同目标；
3. 政治基础——指老挝建国阵线参与宣传教育、动员和凝聚全民力量，参与保卫、建设和发展国家，为建立、完善和保卫人民民主政权作出贡献；
4. 政治社会组织——指老挝工会联合会、老挝人民革命青年团、老挝妇女联合会和老挝退伍军人联合会；
5. 社会组织——指联合会、协会、基金会、俱乐部及其他组织；
6. 自愿联合——指自觉、自愿并赞同老挝建国阵线规章和工作计划的组织和个人加入成为老挝建国阵线成员；
7. 老挝建国阵线委员会——指老挝建国阵线各级组织，由主席、副主席和委员组成，经该级代表大会、常会或特别会议选举产生；
8. 老挝建国阵线委员——指隶属于老挝建国阵线委员会的个人，作为各组织、阶级、阶层、民族、宗教、性别、年龄及旅居国外的老挝人代表的代表。
