Summary
This Law prescribes principles, regulations, and measures regarding the organization, activities, management, supervision, and inspection of the Lao People's Revolutionary Youth Union, in order to ensure that members of the Youth Union and Lao youth of all ethnic groups effectively exercise their rights and fulfill their functions, obligations, and responsibilities; to enhance the responsibility of the State, society, and families for youth development and protection; and to aim at building the Youth Union into a strong organization that participates in educating, cultivating, and uniting the strength of youth, enabling them to become successors to the revolutionary cause of the Party and the State, and to carry out the two strategic tasks of defending and building the country.

Article 1
第一条 宗旨
本法规定老挝人民革命青年团的组织、活动、管理及监督、检查工作的原则、规章和措施，以保障老挝人民革命青年团团员和各族老挝青年有效行使自身权利、履行自身职能、义务和责任，提高国家、社会、家庭对青年发展和保护的责任，旨在将青年团建设成为坚强的组织，参与教育培养和团结青年力量，使其成为党、国家革命事业的接班人，并积极落实两大战略任务，即保卫和建设国家，使人民富裕、幸福，国家繁荣强盛，社会民主、公正、文明。

第二条 老挝人民革命青年团
老挝人民革命青年团是老挝先进、优秀青年的组织，经过群众运动的锻炼和培养，是老挝人民民主制度政治体系中的群众组织之一，以老挝人民革命党为核心领导。老挝人民革命青年团缩写为：“老青团”。

第三条 词语释义
本法所使用的下列词语，具有如下含义：
1. 政治-社会组织，是指老挝建国阵线以及由老挝人民革命党领导的群众组织，包括：老挝人民革命青年团、老挝妇女联合会、老挝工会联合会、老挝全国退伍军人协会；
2. 老挝人民革命青年团执行委员会，是指由老挝人民革命青年团全国代表大会选举产生的青年团领导机构；
3. 老挝人民革命青年团执行委员会书记，是指老挝人民革命青年团执行委员会的负责人；
4. 基层老挝人民革命青年团组织，是指在村庄、机关、组织、生产单位、服务单位、教育机构、医院以及武装力量中的营、连及同等单位设立的青年团组织；
5. 少年组织，是指由九岁至十四岁的老挝先进、优秀儿童组成的组织；
6. 儿童团，是指由六岁至八岁的老挝先进、优秀儿童组成的组织。
