Article 1

Article 1. Purpose of the Law
This Law prescribes principles, regulations, and measures for the management, supervision, and inspection of general education work, to ensure that such work meets standards, achieves quality, and develops sustainably, aiming for the comprehensive development of general education students in physical and intellectual aspects, ensuring physical health, and enabling them to become good citizens with moral character, knowledge, abilities, and career foundations, capable of applying modern technology, protecting, preserving, and promoting the fine culture and traditions of the nation and localities, integrating with the region and the world, and contributing to the defense and construction of the country.

Article 2

Article 2: General Education
General education refers to teaching activities that impart general foundational knowledge, aimed at enabling students to achieve comprehensive development, acquire basic knowledge, abilities, and skills in the Lao language, mathematics, and/or a foreign language, master foundational knowledge in natural sciences, social sciences, physical education, arts, culture, science and technology, and vocational fields, and prepare for advancement to vocational education, higher education, or employment.

Article 3

Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Student means a person studying in a general education institution (both in-school and out-of-school);
2. Disadvantaged group means persons facing economic difficulties or lacking conditions to access education, particularly the poor residing in remote areas;
3. Teacher professional ethics means the code of conduct that every teacher must strictly respect and comply with, namely loyalty and integrity, love for the profession, care for students, leading by example, and self-development, upholding professional ethics towards oneself, the profession, the organization, the people, and society;
4. General education institution with bilingual classes means a school that offers classes teaching simultaneously in Lao and a foreign language in accordance with the national education curriculum, particularly translating subjects such as mathematics and natural sciences into foreign languages for instruction;
5. Skill means the ability to perform proficiently in intellectual innovation and practical work;
6. Life skill means the ability of an individual to solve immediate problems in current society and to prepare for adaptation to the future, particularly concerning gender roles, sex education, drugs, hygiene, culture, environment, family life, and others;
7. Basic skill means the ability in life, study, and work, such as communication, analytical thinking, problem-solving, reading, writing, calculation, as well as morality, diligence, frugality, perseverance, ethics, responsibility, unity, and the ability to engage in self-directed learning;
8. Disabled person means a person with impairments in physical, visual, hearing and speech, intellectual, memory, or other aspects, which, combined with barriers, prevent them from fully participating in daily life, study, and social activities;
9. Problematic person means a person who is detained, reformed, or disciplined;
10. Dishonesty means lack of loyalty and integrity, partiality, fraud, and all improper or unjust acts;
11. Three characteristics means the special objectives of Lao education, including nationality, scientific and modern nature, and mass character;
12. Five fundamentals means the basic principles of Lao education, including moral education, intellectual education, labor education, physical education, and artistic education.
