This Law stipulates the principles for the organization and operation of local administration, defines the establishment, division of responsibilities, and operational norms of local administrative organs, so as to ensure the legality and efficiency of local governance.

Article 1
Article 1 Purpose
This Law stipulates principles and regulations on the organization, activities, and working systems and methods of local administrative agencies, aiming to improve and build stable, strong, transparent, and systematic local administrative agencies nationwide, to ensure the implementation of the Constitution, laws, socio-economic development plans, state budget plans, national defense-security work, and foreign affairs work (according to administrative levels); to protect the interests of the State and the collective, as well as the legitimate rights and interests of the people, contributing to a prosperous and happy people, a wealthy and strong nation, and a united, democratic, just, and civilized society.
Article 2
Article 2 (Amended). Local Administration
Local administration refers to state administration at the local level.
The local administration of the Lao People’s Democratic Republic is divided into three levels, namely: provincial level, district level, and village level.
The provincial level includes the capital and provinces.
The district level includes districts and municipalities.
The village level includes villages.
Article 3
Article 3 (Amended) Principles of Organization and Operation of Local Administrative Organs
The organization and operation of local administrative organs must adhere to the following principles:
1. Centralized unity in state management with a division of management levels, whereby the village level is subordinate to the district level, the district level is subordinate to the provincial level, and the provincial level is subordinate to the Government;
2. Expand and promote the people’s right to mastery, enhance the responsibility of local administrative organs, and realize the people’s participation through the local People’s Councils;
3. Assume responsibility based on the Constitution and laws.
