本法之职能
老挝人民民主共和国银行法具有确定老挝人民民主共和国银行的性质、地位、权利范围与职责、组织与运作的职能，以执行货币政策，维护基普币值稳定，促进老挝人民民主共和国经济社会持续有效发展。

第二条 银行的所在地
老挝人民民主共和国银行是政府的货币机构，具有与部级相当的级别，是国家中央银行，具有法人资格，其总部设在万象首都。

银行的职责
老挝人民民主共和国银行具有以下职责：
1. 在全国范围内，作为政府在货币、银行信贷宏观管理方面的参谋机构；
2. 促进和维护基普对内对外的稳定，提高银行系统清算机制和债务清偿能力的效率，以使老挝人民民主共和国的货币、信贷体系高效、安全运行；
