Articles

Article 1

Article 1. (Amended) Purpose
This Law prescribes principles, regulations, and measures regarding the organization, activities, management, and inspection of the civil service, in order to enable the bodies of the Party, the State, the Lao Front for National Construction, the Lao Veterans’ Federation, and mass organizations to carry out the aforementioned work correctly, systematically, robustly, and effectively, aiming to ensure the uniform, transparent, fair, open, and verifiable implementation of the Party’s line and State policies in each period, contributing to the cause of defending and building the nation.

Article 2

Article 2. (Amended) Civil Servants
Civil servants are Lao citizens who are recruited for work, elected, or appointed to hold a position in the Party, the State, the Lao Front for National Construction, the Lao Veterans Federation, and mass organizations, or who are assigned to representative offices of the Lao People's Democratic Republic abroad and international organizations.

Article 3

Article 3. (Amended) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Cadre: refers to senior leading officials, leading officials, and management officials who are elected or appointed to hold a certain administrative position within the Party, the State, the Lao Front for National Construction, the Lao Veterans' Federation, and various mass organizations;
2. Civil servant (official): refers to civil servants holding administrative positions, professional civil servants, and administrative support civil servants who are elected or appointed to hold administrative or professional positions, or are recruited into a position within the Party, the State, the Lao Front for National Construction, the Lao Veterans' Federation, and various mass organizations;
3. Leading official: refers to a civil servant who holds an administrative position, has the responsibility to lead research, formulate guidelines, policies, strategies, and laws, and to lead the promotion and effective organization of implementation;
4. Management official: refers to a civil servant who holds an administrative position and is responsible for managing the organization, work activities, and livelihood of civil servants within that agency;
5. Job position: refers to a set of tasks and responsibilities defined within the organizational structure based on the duties, rights, and obligations of that organization;
6. Professional ethics of civil servants: refers to the code of conduct that civil servants must strictly adhere to;
7. Performance evaluation of civil servants: refers to the systematic and continuous assessment of a civil servant's performance of work duties to review the fulfillment of the said work duties;
8. Induction training (pre-service training): refers to introducing and explaining to civil servants so that they understand and comprehend the duties, rights, and obligations of their organization;
9. Operational personnel (service personnel): refers to personnel who are recruited, transferred, appointed, or employed in specialized units under ministries, agencies, and local administrative authorities, receiving salaries, allowances, or remuneration from the state budget or the autonomous professional income of the specialized unit in accordance with law or contract.
