Summary
This Law prescribes principles, regulations, and measures regarding the organization, activities, management, monitoring, and inspection of family registration authorities, aiming to ensure that resident administration is clear and accurate, provides systematic and comprehensive information, and safeguards social peace and order. Household registration serves to confirm the identity status of natural persons or families and is regarded as a legally valid official document. This Law applies to Lao citizens, foreigners, and stateless persons, covering matters such as household registers, individual identity status, disappearance, court judgments declaring death, and migration, and specifies the duties of civil registration officers and authorities responsible for civil registration work.

Article 1
第一条（新） 宗旨
本法规定家庭登记机关的组织、活动、管理、监测和检查的原则、规章和措施，以使登记工作，特别是居民管理工作明确、正确，并提供系统、全面和完整的信息，旨在保障社会的安宁与秩序，为国家经济社会发展作出贡献。
Article 2
第二条（新）。 户籍登记
户籍登记是指按照本法第九条的规定，对户籍工作相关事项进行记录或登记造册，用以确认某一自然人或家庭的身份状况，该登记被视为合法有效的正式文件并予以保存。
Article 3
第三条（新） 词语释义
本法所使用的词语具有如下含义：
1. 户口簿 指证明老挝公民、外国人及无国籍人家庭成员合法居住、住所的证件，依照法律规定；
2. 个人身份状况 指表明个人法律地位的状态，用以说明个人身份特征，如：姓名、姓氏、住址，未婚或已婚；
3. 失踪 指某人离开家庭，不知其下落且无音讯满两年，或者发生意外事故而无音讯满六个月，经法院判决确认的；
4. 法院判决宣告死亡 指某人离开家庭，不知其下落且无音讯满三年，经法院判决确认的；
5. 迁移 指个人或家庭从原住所地迁往他处居住生活；
6. 户籍官员 指被组织委派负责户口登记工作的人员；
7. 有权负责户籍工作的部门 指公安、司法部门，地方行政机关以及老挝人民民主共和国驻外使领馆或领事机构的户籍工作单位。
