Article 1
Article 1 (Amended) Purpose
This Law prescribes principles, regulations, and measures concerning the management, inspection, and policy implementation of national defense obligation work, aiming to mobilize all Lao citizens to raise vigilance awareness, participate in the work of defending the country and maintaining public order, so as to protect the independence, sovereignty, and territorial integrity of the nation, maintain national stability, and contribute to the economic, cultural, and social development of the country.
Article 2
Article 2: (Amended) Defense Obligation
The defense obligation is the primary and noble duty of all Lao citizens and organizations, namely to defend the independence, sovereignty, and territorial integrity of the nation; to protect the lives and property of the people; and to ensure the stability and security of the people’s democratic regime in accordance with the provisions of the Constitution of the Lao People’s Democratic Republic.
Article 3
Article 3 (New) Definition of Terms
The terms used in this Law shall have the following meanings:
1. Conscript: refers to a young person selected to join the military for national service and who serves on active duty in the armed forces for the period specified in Article 15 of this Law;
2. Professional soldier: refers to a person who voluntarily enlists in the Lao People’s Army and is selected and recruited in accordance with the criteria stipulated in Article 28 of this Law;
3. Reserve forces: refer to forces that are not on active duty in the Lao People’s Army during peacetime but are included in the emergency staffing plan of the Lao People’s Army and serve as a reserve for active forces when needed;
4. Active forces: refer to professional soldiers and conscripts who are performing combat readiness duties and routine work within the Lao People’s Army;
5. Militia: refers to village-level defense forces tasked with maintaining public order, security, and peace within the village, or cooperating with other forces to protect a specific area as assigned by higher authorities;
6. Self-defense forces: refer to forces composed of armed cadres, workers, and students, established in state-owned agencies, units, educational institutions, hospitals, factories, enterprises, and warehouses, tasked with maintaining public order, security, and peace within their respective areas.
