Article 1

Article 1 Purpose
This Law stipulates principles, regulations, and measures regarding the registration, management, inspection, and monitoring of residential housing to ensure that such work is effective and achieves tangible results, aiming to protect, develop, and utilize residential housing in an orderly manner, to guarantee that individuals, legal entities, and organizations (both domestic and foreign) residing within the Lao People’s Democratic Republic have suitable, convenient, hygienic, safe, stable, and environmentally friendly housing, thereby contributing to the national socio-economic development.

Article 2

Article 2 Residential Housing
Residential housing refers to houses, buildings, and high-rise structures constructed for use as residences, living spaces, and other purposes by individuals, families, households, legal entities, and organizations.

Article 3

Article 3 Definitions
The terms used in this Law shall have the following meanings:
1. Townhouse (semi-detached house) refers to two houses built adjacent to each other, of equal size and identical appearance, with a partition wall in between, and with separate boundary lines for the yards and separate access pathways for each house;
2. Detached house refers to a house that is not connected to any other house in any part, having an appropriate usable area, providing privacy, with or without a fence;
3. Shop-house refers to a house with a lower floor used as a shop;
4. Building refers to a structure with a permanent nature constructed for use as a residence, for commerce, services, or other purposes;
5. High-rise building refers to a structure with a height greater than the width of its base, used for specific purposes, and having a permanent nature;
6. Hazardous area prone to natural disasters refers to an area where natural disaster events may occur due to climate change, causing loss of life and property to the people;
7. Registration of change of residential use right refers to the recording and confirmation of the transfer of the right to use residential housing from the original owner to another person through forms such as sale, lease, hire-purchase, inheritance, capital contribution, donation, exchange, or transfer, and the issuance of a residential registration certificate accordingly;
8. Housing developer refers to individuals, legal entities, and organizations engaged in housing-related business activities, such as developing houses, apartments, condominiums, townhouses, etc., for sale, lease, or hire-purchase;
9. Technical regulation refers to technical provisions specifying the minimum standards required for design, material use, steps and implementation methods of various works, so that products or services comply with technical standards.
