Article 1 Purpose
This Agreement defines principles, regulations and measures regarding the management of wood processing industrial factories and the promotion of the wood processing industry towards modernization in order to make the organization and implementation of wood processing industry work efficient and effective, aiming to raise the quality of wood processing production to standards, create added value, and contribute to the socio-economic development of the nation in a green and sustainable direction.

Article 2 Management of Wood Processing Factories
Management of wood processing factories means the management of the establishment, expansion, relocation and operation of wood processing factories, including the management of wood input and output, wood guarantee and wood products, to ensure compliance with relevant laws and regulations.

Article 3 Interpretation of Terms
The terms used in this agreement have the following meanings:
1. Wood processing industrial factory means a processing place that uses wood as raw material, entering the processing process to transform logs into sawn timber, shaped timber, planks, semi-finished and finished wood products, using machinery and human labor within the factory;
2. Certificate of operation for wood processing industrial factory means a legal certification document issued to a person authorized to operate a wood processing industrial factory;
3. Input wood means wood brought into the wood processing industrial factory for processing production;
4. Output wood means wood taken out of the wood processing industrial factory;
5. Wood utilization rate means the actual measured volume of wood from processing production compared to the volume of input wood;
6. Wood products means finished and semi-finished wood products processed from wood raw materials and wood waste through production steps within the wood processing industrial factory and certified by the provincial Department of Agriculture and Environment using form BYPM 20;
7. Technical specialist means a person who has graduated or received specialized training in a field related to wood processing activities or related technical fields;
8. Wood business operator means a person who operates a wood processing industrial factory.
