Article 1 Purpose
This agreement stipulates regulations and measures regarding the management, monitoring, and inspection of the use of agricultural workers to ensure decent, fair, safe, and equal work, aiming to protect the legitimate rights and interests of workers and employers in accordance with laws and regulations, contributing to the improvement of labor productivity and national socio-economic development.

Article 2 Management of Labor in Agricultural Work
Management of labor in agricultural work is the protection of rights and interests of workers through registration, promotion of decent and fair work, development of labor skills, having good attitudes and discipline in work in the fields of cultivation, animal husbandry, forestry, irrigation, fisheries, processing of agricultural and forestry products, including their employers.

Article 3 Definition of Terms
Cultivation means: paddy farming, gardening, upland farming, plant variety propagation, land preparation for cultivation, soil or plant maintenance, and harvesting of products;
Animal husbandry means: raising and breeding of animal varieties, collection of animal products such as eggs and milk, and prevention and control of livestock diseases;
Forestry means: afforestation, tree propagation, land preparation, planting, soil or plant care, cutting, digging, sawing, uprooting of trees, and collection of forest products;
Irrigation means: water supply and drainage for agricultural production, consisting of headworks systems, canal systems, and drainage systems;
Fisheries means: raising and breeding of aquatic animals, catching and processing of aquatic animals, and prevention and control of aquatic animal diseases;
Employer means: a person or legal entity who owns or operates an agricultural business, uses workers to perform agricultural work, and pays wages as compensation for the work;
Worker means: a person who works under the management and supervision of an employer conducting agricultural business, receiving compensation for labor in the form of salary or wages, including benefits as stipulated by laws, regulations, and labor contracts;
Agricultural chemicals means: chemicals used to increase crop yields, such as insecticides, fungicides, herbicides, and chemical fertilizers;
Informal labor means: workers outside labor units, including self-employed workers engaged in agricultural work;
Farmer means: a person who engages in agricultural production as a profession, such as cultivation, animal husbandry, and fisheries;
Self-employed person means: an individual or family who conducts activities or businesses, undertakes contracts, or works on a daily wage basis to generate income on their own;
Smart agriculture means: the use of modern techniques and technologies to enhance productivity and sustainability in agricultural work;
Plant product safety means: ensuring that plant products are not harmful to consumers during production, processing, distribution, or consumption;
Clean agricultural production means: conducting clean agricultural activities from production, processing to services, including organic agriculture, good agriculture, fair trade, safe agriculture, and other forms;
Good agricultural production means: a production system using methods and control measures from production, harvesting to post-harvest to prevent or reduce risks harmful to products, ensuring cleanliness and safety for producers and consumers.
