Article ມາດຕາ 1

Article 1 Objective
This Decree defines principles, regulations and measures regarding the management, monitoring and inspection of international non-governmental organizations in the Lao PDR in order to make such work efficient and effective, aiming to ensure the promotion and facilitation of development and humanitarian assistance in accordance with laws and regulations, contributing to the national socio-economic development.

Article 2 International Non-Governmental Organization
International Non-Governmental Organization, abbreviated as “INGO”, is a social organization with the status of an international or foreign legal entity, operating on a non-profit basis to provide assistance in development and humanitarian affairs.

Article ມາດຕາ 3

Article 3 Definition of Terms

The terms used in this Decree shall have the following meanings:

1. "UNDP staff" means Lao citizens and foreigners working for UNDP, such as UNDP regional representatives, UNDP country representatives, experts of the representative office, project office heads, project heads, project staff, and local staff;

2. "Family of UNDP staff" means spouse or partner and children under eighteen years of age who accompany and reside with them;

3. "Partner" means ministries, organizations, local administrative bodies, and other relevant parties that jointly implement projects with UNDP;

4. "Non-profit" means funds and income derived from UNDP activities, after deducting administrative expenses, the remainder is not distributed and not used for personal benefit;

5. "Funds" means money and assets of UNDP;

6. "Short-term staff" means foreign staff authorized to work for UNDP for a period not exceeding ninety days;

7. "Statute" means the regulations established by the UNDP headquarters, registered in the country of origin, to govern its work activities.
