Article 2 Internet Service Business
Internet service business is one of the service activities of telecommunications business operations to provide internet services in wired and wireless forms.

Article 2 Definition of Terms
The terms used in this agreement have the following meanings:
1. Internet service business means the business of providing internet services as defined in the law on commercial operation and internet service business from the Ministry of Technology and Communications;
2. Internet user means an individual, legal entity or organization that uses ICT devices to connect to the internet network for various purposes such as reading, writing, sending and receiving information;
3. Internet network system connection means the connection of the internet network of a legal entity or organization through the National Internet Center and through connection points designated by the Ministry of Technology and Communications;
4. Communication concentration means the content as defined in Article 19 of the Decree on Telecommunication Transmission System No. 0N/LB, dated January 2, 2020;
5. Telecommunication resources means the content as defined in Article 03 of the Law on Telecommunications (Amended) No. 05/SPH, dated November 16, 2021;
6. Special economic zone means the content as defined in Article 57 (Amended) of the Law on Investment Promotion (Amended) No. 62/SPH, dated June 28, 2024;
7. Internet network means the interconnection of computers or various types of communication devices for communication purposes;
8. IP address means a unique number of a computer or device used to identify the location of a device, computer or network in internet connection;
9. Border Gateway Protocol (BGP) means a protocol for connection between two organizations identified by an Autonomous System Number (ASN);
10. Autonomous System Number (ASN) means a unique number for grouping internet networks, used as an identification number for the network of a particular organization.

Article 4 Principles of Internet Service Business Operation
Internet services must comply with the following fundamental principles:
1. Ensure the quality of internet services, capable of connecting regionally and internationally according to the conditions and standards stipulated;
2. Ensure the expansion of internet networks to be comprehensive, contributing to socio-economic development;
3. Ensure the use of telecommunications resources to achieve maximum benefit, efficiently and effectively;
4. Ensure the centralization of communications and connection with the government system;
5. Ensure the rights and interests of internet service providers and users;
6. Ensure national defense and security, public order, and social morality.
