Article 2 Fertilizer
Fertilizer is a substance that has chemical components necessary for the growth and increase of plant yield, which includes two main groups of fertilizers: organic fertilizer or organic manure and inorganic fertilizer or chemical fertilizer.

Article 2 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Counterfeit fertilizer means fertilizer that uses other substances not matching the registered ingredients, or is produced to imitate the genuine product, or fertilizer with labels or trademarks that deceive users into false belief;
2. Deteriorated fertilizer means expired fertilizer, containing toxic substances mixed in, including fertilizer that has lost its characteristics;
3. Non-standard fertilizer means fertilizer products that have nutrient content less or more than, contain impurities, or have other characteristics not in accordance with the registered standards;
4. Metric System means the international measurement system using numbers as a base for measuring various quantities such as length, weight, and volume;
5. Good Manufacturing Practice means the methods and control measures for fertilizer production at all stages to ensure that the produced fertilizer meets standards, quality, and safety.

Article 4 State policy on fertilizer work
The State pays attention to fertilizer work by training, building human resources, researching, experimenting, developing and transferring technical knowledge on fertilizers to individuals, legal entities and organizations, including the construction of infrastructure and technical materials to ensure the effectiveness of such work.
The State encourages and promotes individuals, legal entities or organizations, both domestic and foreign, to contribute and invest in fertilizer development and fertilizer business operations to have quality and efficiency, based on scientific principles, construction of infrastructure and technical materials, modern technology, and the use of environmentally friendly technology to ensure safety for people, animals, plants, property, environment and society.
