Article 1 Purpose
This Decree defines principles, regulations and measures on management and monitoring of clean agriculture work in order to make such work efficient and effective, aiming to ensure that plants and plant products have quality, are clean, safe for human and animal health and life, environmentally friendly, can be linked with the region and internationally, contribute to the national socio-economic development in a clean, green and sustainable direction.

Article 2 Clean Agriculture
Clean Agriculture is an agricultural production system and harvesting of natural products that has been certified for quality, cleanliness, safety for producers and consumers, and is environmentally friendly.

Article 3 Definition of Terms
The terms used in this Decree have the following meanings:
1. Clean agricultural production means the conduct of clean agricultural activities from production, processing to services;
2. Operator means a person engaged in agricultural production, harvesting, processing and distribution of agricultural products, wholesale-retail, collection, export, import and production of production inputs, including persons engaged in clean agriculture-related businesses;
3. Genetic modification means a living organism resulting from cutting, creating new genetic characteristics by using techniques and cell fusion within the same species;
4. Microorganism means viruses, bacteria, fungi, parasites and living pathogens that cannot be seen with the naked eye;
5. Foreign matter means an undesirable substance mixed with the product or the area surrounding the product which may affect the safety or quality of the product, such as glass, metal, wood, stones, soil, leaves, rubber sheet or plastic bag and grass seeds;
6. Human waste means feces, urine, wastewater from human use, bone meal, hair, etc.;
7. ISO/IEC means the International Organization for Standardization that sets standards and related activities for the exchange of goods and services in development and international cooperation in technical, scientific, technological and economic fields;
8. International Standard ISO/IEC 17011 means the quality system standard for accreditation concerning general requirements for management system certification bodies to accredit inspection and certification bodies;
9. International Standard ISO/IEC 17065 means the quality management system standard for certification bodies;
10. International Standard ISO/IEC 17025 means the quality system standard for laboratories concerning requirements for testing, experimentation and research;
11. Plant commodity means plant products or goods for exchange, purchase and sale;
12. Building means a structure used as a house, production, storage, processing and packaging facility.
