Mineral quality inspection before export at destination is the re-inspection of mineral quality by the Mineral Quality Inspection Office at various international checkpoints and railway freight stations, using modern and standardized tools, equipment, and technology to certify mineral quality, by comparing the concentration of minerals researched at the source, including the volume, weight, and type of minerals at the destination, and issuing a certificate of mineral quality inspection before export to ensure that mineral export is efficient, effective, accurate, transparent, and guarantees maximum benefits.

Article 2 Procedures for Mineral Quality Inspection before Export
The procedures for mineral quality inspection before export are as follows:

1. Collect mineral samples at the mine site, transport vehicles, or containers correctly according to technical standards, including sample preparation (crushing, sieving, drying) to be in a suitable form for analysis with high-tech instruments, for each type of mineral;

2. Prepare minerals for sampling by classifying and specifying the mineral type and quality clearly so that the sampling reflects the true quality and is in accordance with international principles;

3. Inspect the actual characteristics of the minerals, such as: moisture, size, and density;

4. Use modern instruments, such as: XRF, XRD, ICP-MS, AAS, and other instruments for detailed analysis of mineral types and concentration levels;

5. Conduct comparison of inspection results and certify mineral quality between the Department of Geology and Mines of the Ministry of Industry and Commerce and the Office of Mineral Quality Inspection and Certification before Export of the Ministry of Finance;

7. Record and store research result data into the system to link with the database of the Ministry of Finance.

Article 3 Standard Inspection
Mineral quality inspection shall meet the standards as follows:

1. Minerals must be processed in a mineral inspection laboratory and use internationally standardized methods;

3. Compare the accuracy of inspection results and certification of mineral quality with the standard to determine the concentration of minerals;
