Article ມາດຕາ 1
**Article 1. Objective**
This Agreement establishes principles, regulations, measures, and methods regarding the registration of telephone numbers of telecommunications and internet service providers and users, for the purpose of collecting data on telephone number users prior to the activation and use of telecommunications and internet services, entering such data into a database to ensure accuracy, completeness, and clarity. It aims to serve as foundational data for creating digital identification codes, supporting the use of telephone numbers in digital technology systems, and ensuring national defense, security, public order, and social safety.

Article 2. Registration of Telephone Numbers
Registration of telephone numbers means the recording of information of users of telephone numbers, both monthly subscription and prepaid types, with service codes starting with 020, and cordless fixed-line telephones with service codes starting with 030, which use SIM cards in both physical form and electronic form or eSIM.
Article 8. Definition of Terms
The terms used in this agreement have the following meanings:
1. Terminal equipment refers to equipment that uses telephone numbers to connect and access the internet;
2. SIM card refers to a small integrated circuit that records the International Mobile Subscriber Identity (IMSI) number, used to connect mobile devices or terminal equipment to a mobile network, available in both physical form and electronic form (eSIM) embedded in a circuit board of a mobile phone or terminal equipment;
3. International Mobile Subscriber Identity (IMSI) refers to a number defined by the International Telecommunication Union (ITU), which is a number assigned on a SIM card to identify the identity of a mobile phone number user in each mobile network and to use cross-network roaming services. The IMSI code refers to the number according to the provisions of ITU-T Recommendation E.212.

**Article 4. Principles for Telephone Number Registration**
The registration of telephone numbers shall be carried out in accordance with the following principles:
1. Ensure convenience, speed, and transparency in collecting user information of telephone numbers to be accurate, complete, and thorough;
2. Ensure the provision of information for national defense, security, and digital transformation work;
3. Ensure that every telephone number must be registered through the system designated by the Ministry of Technology and Communications accurately and completely before telecommunications and internet service providers can activate their telecommunications and internet services;
4. Ensure the management of the telephone number registration database to be secure and confidential, storing data as confidential in the database of the Ministry of Technology and Communications and of the telecommunications and internet service providers, specifically for their own customer data.
