Article 2 Local employees working with permanent representative missions in the Lao PDR
Local employees working with permanent representative missions in the Lao PDR are Lao workers and foreign workers who are governed by the laws and regulations of the Lao PDR, conventions to which the Lao PDR is a party, and relevant international agreements.

Article 2 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Lao worker means a Lao citizen who works for a foreign organization and receives remuneration from labor in the form of salary or wages, including other benefits, as stipulated in the laws and regulations of the Lao PDR;
2. Foreign worker means a foreigner who is permitted to reside permanently in the Lao PDR, having a foreign household registration and identity card, but whose government still officially recognizes him/her, who works for a representative organization and receives remuneration from labor in the form of salary or wages, including other benefits, as stipulated in the laws and regulations of the Lao PDR;
3. Representative organization means the diplomatic mission, consular post of a foreign country, representative office of an international organization, such as the United Nations system organizations, regional organizations, foreign government organizations, and non-governmental international organizations, including members of such organizations that are permitted to operate in the Lao PDR;
4. Registration of local staff means the recording of information and statistics of local staff into a database to be clear, accurate, systematic, comprehensive, and complete in order to protect the legitimate rights and interests of local staff working for representative organizations;
5. Local staff card means a certificate of status of local staff working for a representative organization, issued by the Ministry of Foreign Affairs.

Article 4 State Policy on Local Staff Work
The State encourages and promotes local staff work by developing human resources and infrastructure, providing necessary budget and materials to ensure the said work proceeds efficiently and effectively.
The State promotes employment within the country by creating conditions and facilitating local staff to apply for work with foreign organizations.
The State protects the legitimate rights and interests of local staff and foreign organizations based in the Lao PDR, while also encouraging and promoting the fulfillment of obligations in accordance with laws and regulations.
