Article 2 Management of border areas
Management of border areas means the control, monitoring and inspection of activities in border areas, including residence and performance of duties, entry and exit, transit, activities of individuals, legal entities and organizations, use of vehicles, implementation of development projects and activities.

Article 2 Scope of Application of the Decree
This Decree applies to individuals, legal entities, and organizations, both domestic and foreign, that operate and are involved in the management of border areas of the Lao PDR.

Article 4 Border Area
Border area means a village that has a part of its boundary adjacent to the national border, including special economic zones and other economic zones in the border area. The determination of the boundary of the border area shall be counted from the national border inward until the end of the village boundary that has a part of its boundary adjacent to the national border. In the border area, there are demarcation of border lines and prohibited zones, which have specific signage. Villages designated as border villages are stipulated in separate regulations.
