Article ມາດຕາ 1
Article 1 Purpose
This agreement stipulates regulations, methods and measures for the management of Xayaboury municipality and determines revenue collection and use of funds for urban management to make it civilized and promote the construction of Xayaboury city as an environmental city, a green, clean and beautiful city.
Article ມາດຕາ 2
Article 2 Definition of Terms
1. Garbage collection service means the service of collecting garbage from households, offices, organizations, and communities for disposal at landfills, making the city clean;
2. General garbage means ordinary amounts of garbage from households, offices, organizations, departments, and offices;
3. Hazardous garbage means garbage from operating rooms, vaccines, chemicals, toxic substances, poisons, explosives, and other dangerous items;
4. Special garbage means garbage from tree trimming, festivals, weddings, demolition of buildings, structures, and other large quantities;
5. Obligation means the contribution of society to work in the form of materials, equipment, money, and labor;
6. Ordinary family means families of civil servants, military, police, and ethnic people who do not engage in business;
7. Business family means operators selling goods legally, including both registered and unregistered;
8. Household wastewater means water used by families, operators, companies, shops, state enterprises, departments, and organizations, which is the basis for biological generation or a source of pollution in the urban environment;
9. Use of state land means individuals using land for production or trade without a land use certificate from the state, with the state as lessor, concession that does not duplicate collection and concession from relevant sectors, such as temporary use of riverbank reserves, roadside reserves;
10. Developed land means land that has been modified, reclaimed into level land, capable of establishing various sites;
11. Undeveloped land means natural land that has not been disturbed, reclaimed, cleared, or improved.

Article 4 Scope of Application
This agreement applies to individuals, legal entities, organizations and various operators concerning the management, development and administration of Xayaboury city.
