Article 2 Management of Employment Service Business
Management of employment service business is the process of research on licensing, monitoring, inspection and evaluation of the operation of employment service business both domestically and abroad.

Article 2 Interpretation of Terms
The terms used in this agreement have the following meanings:
1. Domestic employment service means providing consultation and guidance on information, legislation, and creating favorable conditions for job seekers and employers who need labor within the country through state and private employment service agencies;
2. Overseas employment service means providing consultation and guidance on information, legislation, and creating favorable conditions for persons who need to work or train abroad through lawful overseas labor dispatch agencies;
3. Labor market means the demand and supply of labor in the economic system both domestically and abroad;
4. Labor demand means the number of workers needed by employers to fill vacant positions;
5. Labor supply means the provision of the number of workers ready to work or enter the labor market for suitable vacant positions;
6. Guarantee deposit means the money of employment service enterprises licensed to operate domestic employment services and dispatch workers abroad, deposited into the account of the Ministry of Labor and Social Welfare to be used for assisting workers in emergency cases;
7. Employment service operation staff means staff belonging to employment service enterprises who have obtained a license to operate employment services.

Article 4 Scope of Application
This agreement applies to individuals, legal entities, and organizations, both domestic and foreign, that operate and are involved in the business of employment placement services in the Lao PDR.
