Article 1
Article 1 (Amended). Purpose
This Law prescribes principles, regulations, and measures for the management, supervision, and inspection of work on the prevention and control of HIV/AIDS, in order to carry out such work normally, effectively, and efficiently, aiming to reduce HIV infection, the spread and transmission of HIV/AIDS, and deaths among HIV-infected individuals and AIDS patients, to mitigate its impact on the national socio-economy, to protect the health of citizens, to align with regional and international standards, and to contribute to the defense and development of the country.

Article 2 (Amended) Prevention and Control of HIV/AIDS
Prevention and control of HIV/AIDS refers to the application of measures and methods to prevent and control HIV/AIDS in order to prevent its transmission between persons through sexual contact, blood, and mother-to-child routes.
Article 3
Article 3 (Amended). Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. HIV (Human Immunodeficiency Virus) means a microorganism that invades and destroys white blood cells in the human body, thereby reducing immunity;
2. AIDS (Acquired Immunodeficiency Syndrome) means a group of syndromes comprising various complications occurring in persons with weakened immunity due to invasion and destruction by HIV;
3. Complications means disease symptoms occurring in HIV-infected persons and AIDS patients with weakened immunity, such as tuberculosis, meningitis, severe pneumonia, etc.;
4. HIV-infected person means a person in whom HIV has entered the body but who shows no symptoms and may or may not transmit the infection to others;
5. Unconscious person means a person in a state of loss of sensation and responsiveness, such as a person with severe brain injury or cerebral hemorrhage;
6. AIDS patient means an HIV-infected person whose immunity is severely compromised and who is prone to developing complications from other diseases;
7. Affected person means a person having a relationship with an HIV-infected person or AIDS patient, such as a spouse, parent, or child;
8. Sexual transmission of HIV means the entry of HIV into the body through unprotected or inadequately protected vaginal, anal, or oral sexual intercourse with an HIV-infected person or AIDS patient;
9. Blood-borne transmission of HIV means the entry of HIV into the body through blood, blood products, or various organs containing HIV, via blood transfusion, sharing of unsterilized or non-disinfected sharps, sharing of injection needles by drug users, organ transplantation, or other means;
10. Mother-to-child transmission of HIV means the infection of a child with HIV from the mother during pregnancy, childbirth, or breastfeeding;
11. High-risk group means a group of persons with high-risk behaviors for HIV infection, such as providers and users of sexual services, men who have sex with men, persons engaging in unsafe sex, and drug users sharing injection needles;
12. Target group means a group of persons at risk of HIV infection;
13. Confidentiality means non-disclosure of blood test results, treatment status, and protection of the personal rights of HIV-infected persons and AIDS patients;
14. Blood products means plasma, red blood cells, white blood cells, and platelets;
15. Immunity means the human body’s defense system against various pathogens.
