Article 2 Packaged Drinking Water
Packaged drinking water is water obtained from a standard water source, processed and disinfected, then filled into well-sealed containers and labeled in accordance with the regulation on food labeling; it may contain minerals, carbon dioxide gas (CO2) naturally occurring or added, which shall not have added sugar, flavorings, seasonings or other nutrients, and does not include alcoholic beverages. Article 3 Definition of Terms (Amended)
The terms used in this agreement have the following meanings:
1. Water hardness means the amount of dissolved calcium ions (Ca2+) and magnesium ions (Mg2+) in water;
2. pH value of water means the measurement of acidity or alkalinity in water;
3. Vector animal means an animal, livestock, or insect that is a major cause of transmitting pathogens to food, such as rats, cats, birds, flies, ants, cockroaches;
4. Pathogenic microorganism means a microorganism that causes disease in humans, such as diarrhea, food poisoning, and can contaminate food. Important pathogenic microorganisms include Salmonella spp., Escherichia coli, Staphylococcus aureus, Clostridium perfringens, Vibrio cholerae, etc.;
5. Good Manufacturing Practice (GMP) means the general principles of food hygiene practice in accordance with the International Code of Practice (Codex Alimentarius) CAC/RCP 1-1969, latest revision;
6. Hazard Analysis and Critical Control Point (HACCP) means a system that identifies, evaluates, and controls points hazardous to the safety of drinking water according to the production process;
7. Water used for drinking water production means water obtained from groundwater, rivers, wells, streams, springs, mineral water, and tap water;
8. Drinking water producer means a person actually working in the drinking water production process;
9. Technical expert means a person who controls the production, quality, and safety of drinking water;
10. Food industry factory means a factory with a machine power of 10 horsepower or more, or a workforce of 10 or more workers, comprising three sizes: small factory with machine power of 10 to 50 horsepower or workforce of 10 to 50 workers, medium factory with machine power of 51 to 200 horsepower or workforce of 51 to 200 workers, large factory with machine power of 201 horsepower or more or workforce of 201 workers or more.

Article 3 Scope of Application (Amended)
This agreement applies to individuals, legal entities or organizations covered and business operators engaged in the production, export-import and distribution of drinking water in closed containers within the Lao PDR.
