Article 2 State allocation of construction land as residential land and sale of limited-term land use rights
State allocation of construction land as residential land and sale of limited-term land use rights means the allocation of land for construction of buildings or allocated houses as permanent residences for Lao citizens, primarily civil servants, military personnel, police, and the people, through the implementation of policies for lease or outright sale, in accordance with regulations, and for the sale of limited-term land use rights.

Article 2 Principles on state construction land allocation, as residence and sale of limited-term land use rights
The allocation of state construction land, as residence and sale of limited-term land use rights shall comply with the following principles:
1. Be consistent with guidelines, policies, laws, socio-economic development plans, master land allocation plans, strategies, land use plans, and urban master plans;
2. Manage centrally and uniformly throughout the country;
3. Ensure sustainable use of state construction land;
4. Ensure clear coordination and decentralized management between sectors and relevant local administrative organizations;
5. Ensure transparency, disclosure, fairness, and verifiability;
6. Ensure the legitimate rights and interests of the state, individuals, legal entities, and organizations in accordance with the law.
