Article 2 Rubber
Rubber is the product obtained from rubber trees, consisting of fresh latex, cup lump, including rubber wood for processing into products for domestic sale and export.

Article 3 Definition of Terms
The terms used in this Decree have the following meanings:
1. Rubber products mean rubber that has been processed into semi-finished and finished products, such as pressed block rubber, smoked sheet rubber, and other rubber products;
2. Rubber collection station means a place for collecting, storing, buying, and selling rubber;
3. Rubber processing factory means a place, building, and machinery that processes fresh latex, cup lump into fresh sheet, semi-finished and finished products.

Article 3 State Policy on Rubber Work
The State creates conditions and facilitates individuals to plant rubber in areas where the State has recognized land use rights in forest land areas, by issuing certificates and contracts for the use of forest land on a fixed-term basis, in protection forests, conservation forests, and production forests, in accordance with laws and regulations.
The State encourages individuals, legal entities, and organizations to plant rubber on agricultural land that has been allocated for use as land for planting fruit trees or perennial crops, which has been legally granted land use rights, in order to generate income, as commodities, and as raw materials for processing.
The State encourages and promotes individuals, legal entities, and organizations to plant rubber by formulating appropriate policies, such as: recognition and protection of rights and interests, technical and vocational services, credit policies, exemption from forest restoration fees and forest resource fees, and other policies in accordance with the law.
