On Strengthening Strictness in Managing Production, Preventing Smuggling, Distribution of Animal Feed and Veterinary Drugs

In the past period, agricultural and forestry sectors at all levels have paid due attention to the management of animal feed and veterinary drugs, with dissemination and implementation of the law.

to register animal feed and veterinary drugs correctly in accordance with laws and regulations
in order to ensure the management and monitoring of such work to be efficient and effective,
aiming to promote the use of quality, standardized, and safe animal feed and veterinary drugs
for the life and health of humans, animals, and other living things, including environmental protection, as well as to protect and promote
livestock and aquaculture in the Lao PDR to grow and be stable.
In the area of food, as well as preventing the smuggling of imports, sale of animal feed and veterinary drugs.

Through actual implementation, in the past period, it has been observed that some localities have not yet properly implemented the laws and sub-legislation, such as the issuance of import permits for animal feed products and veterinary drugs is not centralized, and many operators have not registered animal feed and veterinary drugs with the Ministry of Agriculture and Environment. Therefore, to address such issues, as well as to encourage, promote and protect the rights and interests of operators in conducting business related to animal feed and veterinary drugs, it is necessary to continue the registration of all types of animal feed and veterinary drugs in accordance with the laws and regulations.
The Minister of Agriculture and Forestry issues an order:

1. The Department of Agriculture and Forestry of Vientiane Capital, provinces, and the Offices of Agriculture and Forestry of districts and cities shall strengthen rigor and pay attention to performing their duties and authority in managing and monitoring production, preventing smuggling, distribution of animal feed and veterinary drugs within their local areas;

2. The Department of Agriculture and Forestry of Vientiane Capital, provinces, and the Offices of Agriculture and Forestry of districts and cities shall coordinate with relevant sectors to continue organizing the dissemination of the Decree on Animal Feed No. 02/ລບ, dated January 2, 2020, and the Decree on Veterinary Drugs.
No. 199/GoL, dated March 13, 2020, and Notification on Registration of Animal Feed and Veterinary Drugs No. 146/MAF, dated March 20, 2024, and this Order, to be widely disseminated to the public according to their respective responsibilities, highlighting the importance, necessity, and benefits of registering animal feed and veterinary drugs produced domestically or imported for distribution and use in the Lao PDR, and to be strictly implemented;

3. The Department of Agriculture and Environment of Vientiane Capital, provinces, and the Offices of Agriculture and Environment of districts, cities, and relevant parties are strictly prohibited from issuing import permits for animal feed improperly; the import of animal feed must comply with Article 28 and Article 49 of the Decree.
Decree on Animal Feed No. 02/LB, dated January 2, 2020;

4. Strictly prohibit the Department of Agriculture and Environment of Vientiane Capital, provinces, district agriculture and environment offices, cities, and relevant sectors from issuing veterinary drug import permits incorrectly; the import of veterinary drugs must comply with Article 3 and Article 57 of the Decree on Veterinary Drugs No. 199/LB, dated March 13, 2020;

5. Operators involved in the production, import, and distribution of animal feed must, before commencing operations, register their products with the Department of Livestock and Fisheries as stipulated in Article 5 of the Decree on Animal Feed No. 02/LB, dated January 2, 2020, and Article 15 of the Agreement on...
Management of Animal Feed Production Plants, No. 0675/MPI, dated January 22, 2025. It is not permitted to distribute animal feed products without labeling; in case of labels in a foreign language, they must be accurately translated into Lao before distribution;

6. Operators regarding the production, import, and distribution of veterinary drugs must, before proceeding, register their products with the Department of Livestock and Fisheries as stipulated in Article 1 of the Decree on Veterinary Drugs No. 199/LB, dated March 13, 2020, and Article 17 of the Agreement on the Management of Veterinary Drug Production Plants No. 4848/MPI, dated October 2, 2024;

7. Let veterinary officials, civil servants, and relevant parties be strict in
Monitor and inspect the import of animal feed and veterinary drug products. If animal feed and veterinary drugs that have not been registered and are not authorized for import by the Department of Livestock and Fisheries are found, immediately suspend the import, along with inspection and written recording to the Department of Livestock and Fisheries;

8. Assign the Department of Livestock and Fisheries to establish a special committee to coordinate with the Agriculture and Environment Departments of Vientiane Capital and provinces, and the Agriculture and Environment Offices of districts and municipalities to inspect animal feed production factories, animal feed mixing plants, animal feed shops, veterinary drug production factories, and veterinary drug shops, as well as to encourage and advise operators to register with the Department of Livestock and Fisheries.
Fisheries shall be completed before June 30, 2026. In case of violations, they shall be dealt with in accordance with laws and regulations;

9. In actual implementation, if difficulties are encountered, report to the Department of Livestock and Fisheries, Ministry of Agriculture and Environment for timely resolution.

This notification shall take effect from the date of signing.
