Article ມາດຕາ 1

Article 1 Objective

This decree defines principles, regulations, and measures regarding the establishment, management, and monitoring of high-tech zone work to ensure that such work is correct, convenient, fast, and transparent, aiming to attract and promote domestic and foreign investment, to be able to integrate with the region and internationally, contributing to the socio-economic development of the nation.

Article 2 High Technology Zone

High Technology Zone, abbreviated as "HTZ", written in English: High Technology Zone, is a place focusing on research and development, applying innovation to production of goods, fostering high technology, fostering high technology enterprises, innovation centers, human resource development, product manufacturing, services, businesses that conserve natural resources and energy, use renewable energy, to promote investment and ensure development in a green and sustainable direction.

Article 3 Interpretation of Terms

The terms used in this Decree shall have the following meanings:

1. “High-Tech Zone Developer” means a domestic or foreign legal entity authorized by the government to invest in the development of the infrastructure of the HTZ;

2. “High-Tech Zone Investor” means a domestic or foreign individual, legal entity or organization authorized to invest in order to operate any business within the HTZ;

3. “High-Tech Zone Development” means the investment in the development of the infrastructure of the HTZ, including land, road construction, office buildings and various technical material bases;

4. “High-Tech Incubation” means the process of researching, developing, improving the results of scientific research or improving from incomplete high technology through the assistance of technical infrastructure, energy resources and services belonging to the high-tech incubation center that have high commercial value, in order to develop into new businesses and innovative products;

5. “High-Tech Enterprise Incubation” means the process of applying high technology in business operations and enterprise management of the enterprise incubation center to create new enterprises with high efficiency and effectiveness, shortening production cycles, increasing product quality, reducing production costs and reducing labor use;

6. “Innovation Center” means a place for research, promotion and development of innovation, including consulting, training and networking.
