Article 1 Purpose
This decree establishes principles, regulations, and measures regarding fines and other measures against violators of laws and regulations on railways to serve as a basis for railway officials in organizing the implementation of fines and other measures against violators correctly and strictly, aiming to ensure that railways are orderly, convenient, fast, safe, and uniformly secure throughout the country, contributing to the socio-economic development of the nation.

Article 2 Fines and Other Measures
A fine is a financial measure applied to violators of laws and regulations on railways that do not constitute a criminal offense, at the rates specified in this decree.
Other measures are the application of measures to violators of laws and regulations on railways that do not constitute a criminal offense, through education, dismantling, relocation, suspension of operations, or revocation of business licenses.

Article 3 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Railway officials means railway police and railway traffic inspectors who are appointed and assigned to perform duties in controlling, maintaining peace, safety and order in trains and railway stations including railway lines;
2. Locomotive means an engine used for hauling wheel-rail systems, which identifies the manufacturer, power, brand and model, driven by electric power, diesel oil and steam;
3. Railway nationality means the status of a train indicating that it belongs to a certain country, by registration and affixing the railway nationality mark in accordance with the laws of the Lao PDR or treaties to which the Lao PDR is a party;
4. Railway registration means the identification number of a train that has been duly registered in accordance with the laws of the Lao PDR or treaties to which the Lao PDR is a party;
5. Railway operation technical manual means the manufacturer's document specifying details and technical instructions for the use of the train to assist train control personnel in proper operation.
