- Pursuant to the Agreement on Water Use, No. 6118/MONRE, dated 29 November 2022;
- Pursuant to the Agreement on Water Quality Management and Wastewater Discharge No. 1403/MONRE, dated July 7, 2023;
- Pursuant to the letter of the Provincial Department of Agriculture and Environment No. 0739/PAE, dated October 30, 2025.

In order to implement and enforce the Law on Water and Water Resources No. 23/NA, dated May 11, 2017, and the Agreement of the Minister of Natural Resources and Environment No. 6118/MONRE, dated November 29, 2022, aiming to improve the management of water use and water-related services of companies, projects, and various operators conducting activities
Investment in Attapeu Province consists of small projects managed at the district level, medium projects managed at the provincial level, and large projects managed at the central level. Therefore, in order to guide the procedures and implementation methods of companies, operators, and various development projects within Attapeu Province, including state and private projects, to ensure uniformity, technical assurance, legal principles and regulations, and to serve as a basis for calculating fees and service charges for the use of surface water and groundwater, ensuring uniformity within Attapeu Province.

Provincial Governor's Order:

All companies, projects, and operators conducting business activities within Attapeu Province who have signed contracts,
With the government or provincial administration, it has been strictly implemented in accordance with the procedures of regulations and laws concerning water resources to ensure the economical and most efficient use of surface water and groundwater, and to guarantee the quality of surface water and groundwater; 4

Assign the Provincial Department of Agriculture and Environment, district-level administrative organizations, and various district agriculture and environment offices to proactively encourage companies, project developers, or those conducting various activities within the province to prepare detailed management plans for the use of surface water and groundwater of their projects or investment activities, in accordance with Article 36, Article 37, Article 38, Article 39, Article 40.
Pursuant to Article 4, Chapter 1, and Articles 49, 50, 51, Chapter 1, Part 1 of the Law on Water and Water Resources No. 23/SPC, dated 11 May 2017, and Articles 10, 11, Chapter 2, Part 1; Articles 12, 14, Chapter 3, Part 1; Articles 23, 25, Chapter 2, Part 1; Articles 28, 30, Chapter 3, Part 1; and Article 39, Chapter 4, Part 1 of the Agreement of the Minister of Natural Resources and Environment No. 6/MONRE, dated 29 November 2022;

All companies, project owners, or operators within the province must cooperate with the Provincial Department of Agriculture and Environment and the District Agriculture and Environment Offices in providing information.
Water use points, annual water consumption of projects/activities within their area of responsibility. Also prepare a detailed surface water and groundwater use management plan to submit to the agriculture and environment sector for issuing water use permits to the project in accordance with regulations and laws;

Any company or project that already has a surface water and groundwater use permit from the agriculture and environment sector (central, provincial, and district levels) shall report in writing on the implementation of its surface water and groundwater use management activities, including a copy of its project water use management plan, to the Department of Agriculture and Environment and the Agriculture Office and
The environment of the district where the project is located, as a database for management, monitoring, and sorting to collect fees and service charges in accordance with the President's Decree No. 002/ປປທ, dated 28 September 2023, on Natural Resource Rates, and the President's Decree No. 002/ປປທ, dated 17 June 2021, on Fees and Service Charges;

Individuals, legal entities, or organizations intending to provide services related to water and water resources shall submit an application with supporting documents to the relevant sector as stipulated in the Law on Investment Promotion, and must obtain technical permission from the Agriculture and Environment sector:
All companies, project owners, and various operators within the province who use surface water and groundwater in their activities shall acknowledge and strictly cooperate in the implementation of this order;
Assign the Provincial Department of Agriculture and Environment, in coordination with relevant provincial organizations, district administrative authorities, and district offices of Agriculture and Environment, to proactively disseminate and organize the implementation of this order for high effectiveness;

This order shall take effect from the date of signing.
