Article 1 Objective
This Decree defines principles, regulations and measures regarding the management of banknotes in order to make such work efficient and effective, aiming to enhance the role of the Kip currency and contribute to the socio-economic development of the nation.

Article 2 Currency Management
Currency management is the organization and implementation of principles, regulations and measures regarding the printing, issuance, use, exchange, circulation, destruction of currency, as well as combating counterfeiting of currency and use of counterfeit currency.

Article 3 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Banknote means Lao Kip in the form of paper or plastic printed and issued by the Bank of the Lao PDR;
2. Counterfeit banknote means a printed matter that is produced to imitate or copy the characteristics of a banknote in whole or in part;
3. Counterfeiting of banknotes means the act of using printing machines and other methods to print banknotes that imitate or copy the characteristics of a banknote in whole or in part.
